Thomas Hogan
Assistant Professor of Law
Tom Hogan is an Assistant Professor. He started at STCL Houston in 2023. His scholarly interests include criminal law, criminal and civil procedure, evidence, Constitutional law, quantitative issues, officer-involved shootings, and terrorism-related research.
Professor Hogan has extensive practical experience. In private practice, he served as defense counsel to Fortune 500 companies and individuals in government investigations and complex litigation, working in both Big Law and specialized litigation boutiques. In public service, he has worked as a local prosecutor, federal prosecutor, and elected district attorney. He has prosecuted cases involving terrorism, political corruption, white collar fraud, violent crime, drug trafficking organizations, sex crimes, and child abuse. He has drafted model law enforcement policies and legislation addressing topics as diverse as eye-witness identifications, discovery protocols, police shootings, domestic violence crimes, and safe-harbor provisions for reporting parties in drug overdoses.
As a scholar, Professor Hogan is one of the rare legal academics who researches in theoretical, quantitative, and practical areas. He has published articles addressing federal investigations of local prosecutors, officer-involved shootings, discovery obligations regarding law enforcement credibility issues, prosecutorial decision-making impacting violent crime, vertical prosecution, the concentration of crime, guilty pleas, and other issues. He is often consulted by government organizations and national media to address some of the most difficult issues in criminal law.
Professor Hogan received his B.A. from Dartmouth College. He received his M.Sc. in Criminology from the University of Pennsylvania. He earned his J.D. from the University of Virginia School of Law. When not working, he enjoys reading, working out, and spending time with his family.
