¢Alverto served in U.S. Navy for seven years and was honorably discharged.  Can he become a citizen under the 1894 Act?
¢No, because the Navy didn’t make him white.  Naturalization is still limited to “aliens being free white persons, and to aliens of African nativity and to persons of African descent.”
