nThe Supervisors, casting about for some means of relief, have hit upon the plan of cropping the hair.  White criminals would care nothing about this, and the ordinance would probably never be enforced against them.  The loss of a pigtail is a great calamity to the Chinese.  It his national badge of honor.  If it is cut off he is maimed.
